The Forerunner were Human

This one seems to be the most straightforward, and sensible. GS himself gives it away, if it can be given away, with his comment, "All our lost time! Human history is it?," and "Stop acting human!" (this, when you try to shoot him) The apparent timeline is that the Halo has been activated at least once before, thus wiping the entire galaxy of all life (apart from that which is on the Halo itself). Assuming at least one prior activation of the Halo(s), the idea is that Humans had reached a far greater degree of technological advancement, had created the Halo system (whether in response to the Flood or for some other purpose - this is left for another discussion ;)), and had been annihilated or scattered somewhere far from Earth.

From yet another quote "Last time, you asked me, if it was my choice, would I do it? Having considerable time to ponder your query, my answer has not changed." Considering that he still wants you to activate Halo's defences you can say that his original answer was "yes."
